Central and joint procurements: we handle things [reliably], your institution makes the purchases.

A central government procurement refers to a situation where a single central procurer, such as RIT, facilitates the acquisition of goods and services or enters into procurement or framework agreements on behalf of other procurers. This allows procurements to be consolidated in one place and reduces the administrative burden on institutions.


 

RIT is the only mandatory central procurer for government IT procurements.

RIT also acts as a voluntary central procurer in the same field and organises joint procurements.

RIT as the mandatory central procurer

Within the scope defined by the government, RIT organises mandatory procurements on behalf of government agencies. Institutions covered by central procurement are not allowed to purchase the specified goods or services themselves or jointly, they must be acquired through RIT.

Which procurements does RIT organise mandatorily?

RIT conducts procurements on behalf of government institutions and subordinate agencies for the following equipment and accessories:

  • Desktop computers, laptops, and tablets
  • Monitors
  • Printers and plotters

In addition, RIT has the authority to procure other items and services necessary for using the specified hardware, improving usability, or maintaining it.

RIT also centrally organises procurements in cases where:

  • the administrative burden for procurers can be significantly reduced, and
  • price benefits can be achieved through economies of scale.

How to participate in voluntary central procurements?

Participation in voluntary central procurements is based on an agreement between the procurer and the central procurer.

Joint procurement

Joint procurement

Joint procurement is a government procurement carried out by at least two procurers based on an agreement between them. In this case, one procurer organises the procurement on behalf of and under the authorisation of the other procurer(s).
